I was told that the Boiler Tenders on the Carrier I was on, looked for high pressure steam leaks with a wooden broom handle, the steam jet would cut the handle clean.

Is this true?

Maybe, but my dad who was an engineer with Chas. T. Main for many years designing all manner of large plants said that a piece of paper worked better. It usually caught on fire. His forte was paper mills, but not limited to those.
