A significant sample - civil engineering

Scientists have taken an entire bridge as a sample to improve civil engineering structures. The National Physical Laboratory (NPL) has taken a sample 20 meters long and five meters high back to its lab. This old 14 tonne bridge was falling apart but rather than demolish it, the NPL want to use it as a 'demonstrator' to try out different monitoring techniques. It is hoped that projects run on this old bridge could lead to improvements in civil engineering structures. NPL, the UK-based center for developing and applying accurate measurement standards, plans to try different techniques on the bridge to enable them to better monitor structures for a government project to encourage UK industry to use the monitoring techniques to maximize the lifespan, and minimize the maintenance and costs, on civil engineering structures.

'minimize the maintenance and costs, on civil engineering structures.'

I read that as 'Don't do maintenance, do essential repairs.'

NOT cheaper, Not a good idea, must be a politician that's come up with that one...
