I've crawled all through the EUROPA REACH site, but can't find anything that specifically references PET.

We have just started to look at REACH, I'd suggest you leave it for a year to settle down a bit. The enforcement authorities are relying on importers to tell them what they are bringing into the EU. Then they will decide what actions to take. Oh, and all of this is to be run out of a small office in Scandinavia. It might take a while....
