Googling 'metallurgical lab Virginia' yielded 4. I don't know anything about any of them. Contact one (or all) and inquire.

if its just a piece or a few pieces, it may be more fiscal to purchase known material, and keep the documentation for traceability.

A spark test is not definitive, just the amount of carbon in the material, and that is subjective.

Send it to me. For a fee we can spectrograph.

If you anticipate a legal need to know, pay a certified lab. If you just want to know for your own personal curiosity, try contacting one of the state's universities. Someone should be training students how to perform materials analysis for all of those engineering and science needs.

It might work. I once sent a dead bug in a bottle to Texas Tech University when I lived in Lubbock and got a letter back telling me all about that kind of critter. Nowadays I would have wasted my time trying to google it and then given up when I couldn't find anything.

Much like FM radio, which at first was relatively commercial free, I have noticed that a Google search is more and more being commercialized in the responses. Or maybe it is just me......
