Cladding over a fine wire mesh. Supported by the triangular structure in the first image.

On the second image you can just barely make out the mesh at the top where it has yet to be covered.

When I was working in the movie industry, we made many trees for commercials. Being that it only had to last for about a few weeks, we used a rebar foundation that was welded together in the rough tree shape and then we used 1/4" steel for the rough shape and then chicken wire and window screen for the finished shape. When we finished with that part of the construction, we called in a company that applied a 2 part isocyanate foam that became the rough exterior. The artists came in and carved the finished shape and then it was either painted or covered in the isocyanate foam hard-coat and then painted. it all depended on what the art director wanted.

The same applies to concrete, however, the frame must be able to support the weight of the concrete and the concrete will be sprayed onto the form and carved immediately into the tree shape.

Solar Eagle,

Look deeper behind the scaffolding and you will see a tree being fabricated.

That is unless you were being facetious.

In that case you're right, it's powder coated scaffolding.!

It's kind of hard to make out what's going on in those pics, way too many paralel pipes in the foreground and background.

I hate to say it(1) but I literally cannot see the forest for the trees.

Notes:

  1. I Really hate saying that, but it's the only phrase that comes to mind, I can feel it chasing other phrases away before i can see them. And the pun is so bad *I'M* in physical pain from it.

...and when you are in pain, it must be really hurting. I could not see the tree for the forest of scaffolding...at first.

The only way I saw it was his explanation of a tree and the first picture has a different TRUSS style vertical column and the third picture has the trunk base and root structure. I had to look at the pictures several times before I found the "tree inside the forest"
