What would you like to do with this static charge? It will be DC at some fairly high voltage but with a fairly low energy level.

Exactly what do you intend to do with your low energy static charge?

There is a device you can make, consisting of any small box of a shape that requires you pick it up by the sides, with these sides having aluminum tape, the circuit consists of a D cell and any coil that would produce an inductive spike, interrupted by a nail coated for a short distance under the head, passing through a sheet metal plate in the box bottom, whereby the nail acts as an "interrupter" when the box is lifted past the coating, to produce a charge on the aluminum coated sides. They work both ways. Push, twist, deform them and they give off a charge, (piezoelectric guitar pickups) and input a current and they will react mechanically (piezoelectric actuator).
