Why Some Level of Water Maintain in Steam to Water Heat Exchanger?

Hello Dear,

My question is that why some level of water maintain in steam to water heat exchanger in normal operation and also before taking in service.please tell me solid reason?

You may need to ask the designer of that specific equipment. I am not sure there is any such general requirement.
