Pressure Pipework Regulative Body in NSW. Australia

01/03/2016 4:13 AM

Hello Gents

I am based in New Zealand doing mechanical design which includes pressure pipework, I have been asked to design a small 10 bar steam line for a processing factory in New South Wales, Australia.

I am familiar with the local NZ requirements such as PECPR AS3920, AS4041, AS4343 and AS4458 standards which I use in NZ, but I would like to know what regulatory bodies I need to talk to / advise about the proposed work, I normally used SGS for the final sign off before liven up the system.

I have done a search of Work Safe Australia web site but could not find anything to help me.

Thanks for any comments.

I suggest that you contact the factory that the work is for.

They will have to maintain the registration and periodic re-inspection of the system. Such system MAY qualify as a pressure vessel in addition to any other requirements.

Some registrations in Australia are state by state rather than national. Maybe look up pressure vessel registration (NSW).

I'll be back to work tomorrow and might be able to get some more details for you. (I know that we have 40 or so registered pressure vessels.)

There may also be some additional requirements dependant on the scale of the system. We max out at 5 cu m per vessel.

The facility's insurers will have the answer. Use the facility's General Register to find the name of their insurance company and named insurance examiner. The rest can be done by telephone.

This should be all you need, http://www.standards.org.au/searchandbuyastandard/pages/default.aspx It will give you the following, (below) (although the links will be live,) however one thought, check that the Standards you find are not the standards you have already, many Australian Standards are common with New Zealand, - AS stands for Australian Standards (the old name) so you already have some there, you may only have to get the upgrade if they are earlier versions. Unfortunately they are often not cheap so check the pricing and if you can get the customer to help, - by guaranteeing the quote? or whatever.. Search and Buy a Standard Standards Australia > Search and Buy a Standard Standards Australia maintains some 6,873 Australian Standards® and associated publications, all available in a variety of formats from the traditional printed book, through to advanced online subscription services. In New Zealand most NZ and Australian Standards are available to borrow from the libraries, for a small fee. Also HERA have an extensive library for their members.

Bryn has got it right. Workcover NSW is the regulating body and there are many registered inspection bodies. Workcover don't do the inspections (Unless something goes wrong) and rely on independant inspections.

As suggested earlier, if this is a one off, then I'd contact the customer and find out which inspection body they use.

If it's a multiple, then you may need to get a "type" approval for the general design and then have each unit inspected before commencement of use.

Requirements for "steam" may be additional to the pressure.

Thanks for the comments but all I was after the regulations that covers pressure pipework, in NZ we have the "Pressure equipment, cranes, and passenger ropeways Regulations" (PECPR) is there an equivalent federal or state regulation, guest I will have to approach Workcover NSW.

Also thanks for the standards link but I have all the appropriate Australian /New Zealand standards.

Pressure equipment regulation is a State issue in Australia, not a Federal issue. So, yes you will need to approach Work Cover to find what is needed in NSW. As far as I remember they all refer to the Australian Standards so you're on the right track there. Just an Engineer is quite right, there are a number of registered inspection bodies in NSW.
