At Rotor Terminals voltage will be max. half that at Stator Terminals

But everybody uses same voltage-rated.

Hardly any maker will sell a lower Rated-Voltage Contactor at a lower price.

Why doubt? The starter for the stator side of a slip ring induction motor is a Direct-on-Line starter only. As such the voltage has to be the full rated line voltage of the motor.
