years ago Elon posted a white paper laying out his basic idea for for a train that travels in a low pressure tube.........the hyper loop. quit a few people have devoted resources to the concept even though it's yet to be proven with scale testing.

my question is basically about where to actually post ideas that get seen without attempting to raise capitol but just to introduce a concept like the hyperloop and the interest it's drawn.

Duh, but I'm a flake, so how can I find some other flakes (i.e. peers) to evaluate my paper? When I advertise, no one shows up. I just don't get it. Maybe I need to go into pseudoscience or religion where the fish bite faster.

It depends on the subject and the field with it concerns.

The first step is to join technical organizations that have a like interest.

I have belonged to numerous organizations over the years, depending on the field of interest I was in at the time.

Some of them include the SAE, SEMA, ASME, SME, ALMA Int, IPC, ACE and NSPE and they all accept technical papers.

There are many others of which I am not aware.

Forming an alliance with a local college might also help.

I'm too old for all of that now.

Perhaps we could critique your white paper here.....?...of course the first thing to do is search for any existing papers on the subject...submitting an idea that has been proposed many times already is ,,,, well, not good....

I've had a couple of white papers published which actually turned out to be quite lucrative as they lead to me being sponsored by a multinational.

It could have turned nasty as I worked for a rival

You could post content to LinkedIn or SlideShare and promote it across other social media. Lyn's suggestion of technical organizations is also a great one. Or start a blog with good SEO and promotion.

Try and find a periodical that prints articles on the topics or related to your topics, and submit your white paper to them (once you have done your research, and found not much similar), also be aware you have to meet their guidelines for publishing. Sometimes it might be as simple as a quick telephone call to the publisher in chief.

If you are lucky and well-known by the people at the journal, they might just invite you to publish a white paper on a topic of key interest. I was invited to do so, then they published my paper, and the next month published another by a different author, that went in a different vector on the same topic.

There are always two sides to a stream.

Hey Fredski,

If you really want to get in on it I would suggest reading up on the recent competition and then approaching the teams or academic sponsors at the related schools with your ideas. I am sure at least one of them would take a serious look at your information.
