The bottom look simular to a press once used to press new tires on the rim on a fork lift.

Though you don't need a computer to do that. So the bottom is a compression tester.

We had an Instron in a lab I worked in.

As gringogreg said, it tests tensile and compression of materials.

Besides its intended use, it can be used to pull the cork out of a wine bottle, and then push the cork back in if you don't finish the whole bottle.

We used ours once to stretch the bosses 6 inch steel scale about 1/16-1/8 inch.

After patiently waiting for a few weeks, we called him over to settle a discussion on the length of a plastic part.

I measured it with my scale and gave it to him to measure. His reading was higher than mine. I called him out and gave the part back to him. He measured it again and proclaimed he was right and I was wrong.

Out came the calipers and we handed them to him. Needless to say, he was dumbfounded.

In the end we all had a good laugh. Him too.

I see a very elaborate press for setting a bearing into its enclosure by lowering the top section to the base. But there may be a less expensive hydraulic press that would suffice.

It somewhat looks like a concrete compressive strength testing apparatus.....for breaking concrete cylinders.
