China is planning massive underwater base 10,000 feet below the ocean surface where rumored deposits of oil and gas boggle the mind... With some estimates as high as 125 billion barrels of oil and 500 trillion cubic feet of gas...

The commercial or military value of a massive base that deep is difficult to understand. It will definitely be costly and dangerous. What is the benefit? It isn't like you could easily set outside to interact with the environment for commercial purposes. And it would be a sitting duck for military purposes.

I would think there would be a lot of easier ways to surreptitiously refuel a submarine than trying to do it 10000 feet under water, like, for example, having the sub surface under a covered area.
