It appears to be a nuclear power plant, where it is, should be the question.

Kind of in a shaky area.

Not that surprising a location. Apparently close to water was considered essential several decades ago. Ever check out the location of Fukushima? That was going to be my answer until I looked closely at the facility - Fukushime is (was) about twice as large.

It's being replaced with a plant that will burn coal, bunker oil and old tires to generate electricity.

I see him as a major link in the bunker oil and tire supply chain.

How does that fit in with the world's efforts in cutting down on CO2 and pollution generation?

They'll probably partner up with Nestle and use it to carbonate bottled water.

It frees up ground used for storing all that oil, and covered up by tires. That lets more grass and trees grow faster than ever before. Especially by lowering the C12/C14 isotopic ratio, plants should grow faster due to the minuscule isotope effect.

Something I've always wondered about is when all of the fossil carbon from anthropogenic activities will finally have an effect on carbon dating. I know that bacterial growth on the outside of fibers of the shroud of Turin make it test too young and a plant grown in an environment containing only co2 generated with fossil fuels will test off the charts old, but I see no publications talking about adjustments to compensate carbon testing dates for all this nasty old man made co2.
