The only way I can see that this makes any sense is that if the electrical stimulation somehow aids in the eye focusing (Accommodation)

I would actually compare this with data processing in a digital camera. Granted, an image must be laid down on a sensor (the retina), but the interpretation of that image is left to a small computer in the digital camera and to the visual cortex in the brain. Although the effect surprises me somewhat, I can compare the effect of electrical stimulation to the effect of adding a Photoshop filter.

You make a very good point. There is a lot of image processing that goes on in the visual system after the image is laid down on the retina. The brain and nervous system is adaptive, and I can conceive of the visual cortex of an individual with poor eyesight "learning" a "sharpening filter". Somehow the electrical stimulation aids in this process. GA.
