air compressor continuos psi is determined by manufacturer. also, are you using more or less cfm than the compressor can deliver. This can also have an effect on continuos psi

cfm cubic feet per minit is what most tools requier ie ..impact gun 3/8 drive would requier approx 4-6 cfm a rule of thumb used by most eq makers is 1hp = 4 cfm but this is usually to the benfit of the eq maker the real note should be ascfm .. actual cfm a safe number would be 2.75 per hp ... air pressure required at full flow rate say 100 psi would requier the cfm rateing to maintain the psi as well as the neede crm/pressure required by the tool ... another thing to consider is the cfm and pressure loss due to feed line loss by id of hose pipe ect ..
