Search for peristaltic pumps....you should find ones which can do all that...maybe the pressure is a bit high....4atm is eay enough to find.

A car windscreen washer pump might be appropriate for the smaller sizes, assuming the pumped fluid is water?

Instead of a windshield washer pump, how about an external (outside the tank) automotive electric fuel pump. They run for years, can be had to deliver almost any pressure and volume, and most are 12 volt.

Not sure about the flow and pressure but I would look in the RV area. They are US standard fittings and you will have to check other spec.

There are multiple manufacureres of dosing pumps capable of handling any solution. Try grundfos, jesco, surflo, for a start
