The layout of a building will greatly depend on the proposed use.

What type of building do you have in mind?

Depending on your local laws, you need something like this:

survey of the property

topographical plan of the property

erosion control plan

traffic study

earth disturbance calculation and plan

drainage and water

environmental impact study

wetlands plan

utilities plan

layout showing parking, building(s) location, fire lanes, etc

soil study

blasting permit

anything else needed to show compliance with zoning

Then you can maybe start on the building.

DITTO.

Although not completely accurate by my TX understanding of things, it does illustrate the point that there is a tremendous amount of work that happens before the first shovel comes on (proposed) site.

Water and drainage are typically the biggest concerns once the prelims have been addressed.
