Kindly help us by providing the following information:

Where is the line located,

How long is it,

How old is it,

Who maintains it,

What size is it,

Are switching and/or substations included,

What is its capacity factor,

What type of terrain does it go through,

Is it overhead and/or underground,

What level of accuracy do you require, etc., etc.??

Please provide all the data that you have already gathered, plus any that your management deems necessary for you to complete your task. This will show the group where you are stuck, and spare us from duplicating your efforts.

Calculation of cost is the job of an Accountant, not that of an Engineer.

The best place for him to do his research is in his own company/country. The Cost Factors for such studies vary widely and are highly dependent upon local conditions such as terrain, weather, material, machinery, and labor costs.

Thumb rules are virtually useless unless they were developed within his own company.

Apparently, he eschews research in favor of asking for answers.

I agree. The cost of such large projects varies wildly, depending on the location.
