Read DC Meter Coil Readings in 4-20 mA

Is It possible to check the moving coil dc meter (of electric stabilizer) to a 4-20mA signal by interfacing arduino with 4-20mA current loop transmitter ?

What is the task at hand?

Is it to measure the DC coil current AND to convert the measurement to a scaled, 4-20mA signal?

Personal 'cheap as I can' project or something at work that needs to be done on a schedule and on a budget?
