What I meant by that was, maybe rather than ask something so vague as to be ridiculous, you should define your issue a bit more. For instance, "What percentage of nominal voltage is typically considered to be "overvoltage" on a 480V system feeding an AC motor?" Or perhaps "How much over my 12.47kV distribution voltage is going to be dangerous to my transmission systems?" Or even, "I have a TTL logic level system receiving 5.32VDC instead of 5VDC. Is that considered "overvoltage"?"
You see over and voltage can be different things to different people. So of those way would more reasonable for stating your problem.

Overvoltage in any type of distribution systems is the highest or threshold limit of voltage capabilities of connected loads. You can also say the safe limit of connected loads.
If you have 380/400/440 or 11kv..... system, then there are many programmable overvoltage controllers available in the market even if you want to make your system more sophisticated, you can adopt protection relays that can controls over/under voltage, current,frequency etc.
