The current "deal" involves the fuel producing nation - the US - to take the used fuel back for disposal or recycling. The US tax payer will pick up most of this cost. However, this "deal" will provide tremendous incentive for both the user nation to expand the use of nuclear power as well as provide a very profitable environment for the fuel producer.
