Torque Wrenches

I was wondering if one can use a torque limiting device with a regular wrench handle in place of a torque wrench. They are used with impact wrenches to limit torque.
The last time I was at Costco, they would hand thread on the wheel lugs a few threads, use an impact to run them on the stud and then use a breaker bar with the torque socket to finish off the tire change, so I believe it works just fine!

Though it does seem he frequently has a Swiss Army knife or Leatherman and a roll of duct tape with him.
If you bring your Ferrari, Bugatti, Aston Martin, or Bugatti to Tommy's Tire Outlet it would be silly to expect anything other than torque to the 'one size fits all' value. A reaction other than calm acceptance or sincere self denegration would suggest character flaws

Short answer: No. Torque limiters (torque bars) used between an impact tool and a socket work by absorbing the impact into twist of the torque bar. If torque rather than impact is applied they don't provide a limit on the turning of the fastener.
I agree with Lyn. The original post asked about torque limiters used with impact guns. These are the "torque bars" I refer to. I'm not sure but I don't think the torque limiters Lyn is referring to are designed to work with impact inputs.

I inferred that he really wanted something to fit onto a ratchet handle, without knowing what he really wanted. Or, more correctly, thinking that he didn't really want what he asked for.
