What is The traffic regulation about these points?

1: Can you install a means of controlling the vehicle automatically.?

2: What is the range of the light wave length that some one can not use them publicly?

Yes, though it cannot be used legally while the vehicle is used on the public roads in the UK. UK law requires the driver to be in full control of the vehicle at all times.

Many rail systems now feature automatic operation.

Automated landing systems are used on some aircraft at some airports.
