Can a Maser Work Underwater?

I have seen some research on Laser communication underwater, these are severely limited by the light diffraction....but what about Masers, is there a frequency that could cut through the water? How would it work? What frequency would most likely be immune to the properties of water? There are Masers that are capable of extremely low frequencies, and I have heard of low frequency communication underwater for long distances...What are your thoughts on this?

But ranging and navigation is not the only use for sound. Data transmission is also possible in a near identical matter to normal wireless communication involving error correction and parity bits."...

Sound is much better for underwater communication as long as you don't need a lot of bandwidth. The attenuation increases with frequency. (Whales have very deep voices!)

There actually has been a lot of study of these whale sounds.

Some of the whale songs last 30 minutes and are sung over and over for hours or days. These songs have been extensively studied, but we can only guess at what they mean.

To be fair, a spectrogram of human speech would be just as cryptic. The only way to understand human speech is to grow up in a human culture, and I suspect that the only way to understand "whale speech" would be to grow up in a "whale culture".

Cetaceans have a relative brain size comparable to humans. We have an "alien intelligence" to practice on, to develop a means of communication, in case we ever meet extraterrestrials.

Well if I was to hazard a guess it would probably be they are talking about food....I'm hungry ...I'm full...So one would be a happy song, upbeat....and one would be a sad song, downbeat...Maybe a traveling song, on the road again...Lost a mate, my baby done left me.......as well as a personal theme song for identification....I'm a Rocket Man......Possibly an alarm song, which would probably be a high pitched scream... Possibly a mating call, Low pitched rhythmic song to brag about size....

These vocalizations may prove to be simply stomachs growling.I have heard my own make such sounds.Never really tried to analyze them though.Perhaps they could play them back underwater and see if the whales respond.
