What is the Stabilizer And other chemical ratio for make u-PVC pipe making.If there are we want to use 100kg Resin a batch.

If the uPVC is rigid plastics then the chances of getting cracks would be more than normal plastic... Is that still safe to use?

Commercial <...rigid...uPVC...> pipe is widely used. Many organisations use it with complete safety however its application needs to be considered carefully in light of the particular circumstances of use. Many organisations have adopted it as a standard.

Plastics are widely applicable as piping systems where metals would not survive the experience.
