SG, Temperature, And Level Reading Anomalies

Does specific gravity change with temperature and if so would level readings of a radar level transmitter be affected?

Yes, and yes.

Water, for example, has a maximum density at about 4degC. Make it hotter (or colder), and the density would reduce. Of course, that's not the whole story, because expansion of the materials that contain it need to be reckoned in. So the level changes, and the radar sensor's output will change as well.
