Why steam at high pressure occupies less volume and steam at low pressure needs more volume?

"The reason is simple: High-pressure steam fits into a smaller space than low-pressure steam. The pressure squeezes it. You wind up with less volume. So to transfer the same load, the steam doesn't have to move as quickly through the pipes.Jun 6, 2016"

Because it behaves as a gas, though not a perfect gas.

All gases do that, not just steam.
