I personally feel that such testing be carried out by a fully qualified person, not someone trying to pick it up off the internet, it sounds at this point a good way to kill a few people and cause some serious damage at the same time.....

Try going to the Uni for 4 years and getting a job in industry for a further 4 and then you might be in a position to do this in the correct manner, might I said!!

I fully agree with your first point, but the the second point about going to a university doesn't seams to be convincing enough,

I guess,if we can not help him then we can suggest him to hire a qualified person and get his job done,

Are you even vaguely familiar with IEEE standards....at least enough to know of their existance and what they contain?

My guess is that you are not and therefore better off not even venturing into them and just hire someone qualified to to the job.
