Get some flasher buttons to insert in socket under lamp bulb.

60 Watt Flasher Buttons

Prices have gone up since I last bought some in the last century!

A solid state DIY module would be cheaper and adjustable.

You could use a PIC and program the flash tempo and duration for quite a few separate flashes. One of the tasks in a PIC course is to have LED's flash at different speeds.

I searched for "High Voltage PICs", and this is the best I could find ...

http://www.highvoltagepics.com/

Doesn't seem very applicable.

Not those Pigs or Pics. PIC the micro controller, you can use it with normal or solid state relays.

My friend is the PIC expert and made me some switches for turning 220v motors on and off controlled by the computer.

Timers have On-Delay, Off-Delay and also SOS mode. In SOS mode the output contact can be used for flashing of a bulb and flashing time can be set too.
