How to prove the capacitor act as a short circuit at initial time

at one level a capacitor is a short circuit to ac and open circuit to dc. You can take it out of circuit and use a meter to see if it is working.

practically it can be proved , take 330uf /400v electrolytic capacitor. apply L,N to bridge rectifier. connect dc output to capacitor +,- terminals and place 500mA or 1A fuse in series with capacitor + terminal . make discharge LED parallel to capacitor.

Now apply L,N supply. you can see fuse open due to capacitor initial short circuit.
