If they are like the energy saving street that look orange or yellow in color they are sodium gas filled lights.

Everything you wanted to know about street lighting can be found here:

http://www.greenhouse.gov.au/local/publiclighting/pubs/publiclighting-help.pdf

A small exerpt:

Lamp Description - Lumens/Watt

Mercury Vapour (MV) 35-55

Compact Fluorescent 70-80

Std Fluorescent 40-80

T5 Fluorescent 80-95

Metal Halide (MH) 85-100

High Pressure Sodium (HPS) 70-140

Low Pressure Sodium (LPS) 100-180

Lamp Description - Comments
Mercury Vapour (MV) - Inexpensive, good colour rendition, moderate life, moderate efficacy, poor lumen depreciation, reliable, immune to ambient temperature. Susceptible when voltage drops below 220 volts.

Metal Halide (MH) - High price, moderate life, good colour rendering, but lamp life and
efficacy is less than HPS.

High Pressure Sodium (HPS) - Moderate price. High efficacy. Yellow light. Higher wattages have longer life. High efficiency makes it suitable for street lighting. Dual
arc gives extended life.

Low Pressure Sodium (LPS) - Moderate price. Very high efficacy. Large size. Orange light makes this unsuitable for pedestrian and minor road applications.

Std Fluorescent - Good colour rendering. Moderate to efficacy. Temperature sensitive.

T5 Fluorescent - Good colour rendering. Good efficacy for low wattages.

Compact Fluorescent -Good colour rendering but low to moderate lamp life and efficacy.

Could be induction lighting. Energy saving and long life.
