Substation Mats

Our HV Swichboards are installed on Steel plate which of course is grounded.

In addition to this, the panel door that housed the breakersrs is about approx. 1/8 in. above the steel plate. Hence the challenge to install insulating mats.

I wonder if insulating mats is a NEC/ IEC requirement and where can I find it.

Assuming your HV switchgear is of a dead front design there is no need for rubber mats. I doubt that a rubber mat would really offer much protection against HV anyway. Live front equipment does require a mat, the circuits are generally less than a 1000 volts.
