No, your logic is not valid, you are reversing the two groups.

Let's look at another example, one that won't insult anyone (hopefully).

Say 83% of engineers are men. If you have 1000 men, what is the probability that the next man selected is an engineer.

You can't calculate it. What you need is "percent of men that are engineers", which is not equal to "percent of engineers that are men".

I agree, not to mention the variability of change...these are not constants....also "ethnic group" is a fuzzy definition that is somewhat subjective in nature, and pejorative used in this context...

Following on what Rixter says, 1,000 men would be a specified size of a Sample taken from a Population of an UN-specified size. The Sample may not have any actual relation to the Population at all, as they are stated.
