• Is not terribly <...stable...> on a second-by-second basis
• Is <...stable...> over a 4h period

which is exactly what one might expect as loads come on and drop off, the effects of splurge, etc..

You need to look at the current to see if the load is moving the voltage or if the variation comes from the source. You use the high resolution data to find that out. You don’t say what the sample time period is, so it is difficult to know if you are looking at harmonic distortion or variation at system frequency. As asked by PWSlack, why you are looking at this would be helpful for targeted guidance.
