API 650 Tank, Annular Plate Width Cal.

Hi! everybody

Hope you all are doing well.

I was performing annular plate width design and as per API 650 Clause E.6.2.1.1.2 Annular Ring Requirements point no.3) When the bottom plate under the shell is thicker than the remainder of the tank bottom, the minimum projection,

L, of the supplied thicker annular ring inside the tank wall shall be the greater of 0.45 m (1.5 ft) or as determined

in equation (E.6.2.1.1.2-1); however, L need not be greater than 0.035 D:

My question is that L = MIN 450 mm is cited in API why it should not be greater than 0.035 D because my D=8m which gives L= 280mm then what should i consider 450 Or 280?

The key words to focus on are bold and underlined,so L need not be greater than .035D.

---Shall be the greater of OR...however, L need not be greater than 0.035 D:

I interpret this language as the maximum required in any case is .035D

Do not consider this an expert opinion,I would consult with a certified professional engineer(CPA) before proceeding.

"API-650 does not require annular plates if the tank shell design in based on the use of the lower strength materials (API material Groups I thru IIIA). API-650 does require annular plates if the tank shell design in based on the use of the higher strength materials (API material Groups IV thru VI). The design stress based exceptions you noted are for the instance wherein a higher strength material is used, but the lower allowable stress is used for design. If you check the allowable stress limits of 24,900 and 23,200 psi, you will see that these are the highest stresses allowed for the lower strength material (Groups I thru IIIA)"

The answer is in the question: <...0.45 m...>.

It has got something to do with the economies of fabrication.
