Just to give some dimensional context: if you consider the milky way to be a round tabletop about 100 inches in diameter and 1 inch thick then this black hole would be about 1.6 inches away. Incidentally Betelgeuse which in the same model is only about 0.64 inches away is expected to go supernova in the near future, and would then become either a neutron star or a blackhole depending on how much matter is expelled in the supernova.

When Betelgeuse explodes, it will certainly not go unnoticed, assuming humans are still around. Unfortunately, "near future" means within the next 100,000 years. It is extremely unlikely in the lifetimes of anyone alive now.

A lot can happen in 100,000 years. Humans were still living in caves and a sharpened stone was "high tech".

I suspect 1,600 light years is far enough away that the alignment of any potential jet cannot be a problem here. At least not a direct cosmic radiation problem. Possibly such a jet could nudge some ort cloud debris...

At 1600 LY we would see particulates long before they got here. But at 1600 LY a strong gamma would take out half the earth's life very quickly. And probably all of our atmosphere. And no one would know where or what happened.

I doubt very much the existence of black holes. Cern shows me, they are impossible. But gamma is very real and the effects are well studied. We would always see a super nova coming. Have years of warning. Even though nothing could be done. We might even survive, if the dispersion is great enough. But a gamma is an unknown instant nightmare.
