Ideally, the neutral of any balanced three phase system shall be of zero potential. Earth is ideally of zero potental although it is sligghtly negative potential in nature. Neutral only comes when the systems are multiphase, specially three phases. In case of unbalance system the neutral may not be potentially zero. Because of shifting of Neutral there may be different voltage in different phases. Then there may be some potential difference between earth & neutral. But for a balance TNS system the earth & neutral shall be potentally same i.e., zero.
