Which is better solution for metal sheet Roof - Insulated Tape or bare Tape for the Lightning Protection Mesh arrangement?

Preventing lightning means discharging static charges in the air before they can accumulate into a powerful bolt of electricity. Insulating a metal roof is the wrong way to go. A grounded lightning rod at the apex of the roof along with grounding the roof will help. Good lightning protection is a specialized trade requiring a site survey and knowing the multiple codes and equipment used. Hire a professional. They are worth the investment.

Please describe the mesh arrangement. The type of tape is not likely to matter for lightning which is millions of volts.

Regardless of your chosen grounding method, insulated or not, the roofing materials being made of metal, it would be better for you to ensure that all joints especially the pointed areas continuity-wise are all electrically and mechanically sound connected...

The whole roof being electrically connected can integratedly be grounded all together as one unit using the chosen lightning protection..

Metal sheet can be part of lightning protection scheme, provided it meets certain requirements stipulated in the codes with regards to thickness and continuity of joints (if any).

If not, use of insulated tape is appropriate.

They are a lot of Lightning Protection Standards, for instance:

NFPA 780/2023 Standard for the Installation of Lightning Protection Systems

IEEE Std 998™ IEEE Guide for Direct Lightning Stroke Shielding of Substations

BS 6651 Code of practice for protection of structures against lightning

BS EN 62305 1-4 THE LIGHTNING PROTECTION INTERNATIONAL STANDARD

and many other.

In my opinion, the roof metallic material has to be corrosion resistant. Aluminium and galvanized steel is good. If you need a corrosion protection for a specific high pollutant environmental atmosphere like smoke from a stack the roof has to be protected by a layer of lead or tin. A suitable paint may be used if it is required, but it has to be non-flammable material. The metallic roof strips have to be bonded to lightning protection system-each strip individually-even covered with insulating paint-if the stroke distance it is less than permissible-it has to be calculated. If you intend to use this as a part of lightning protection system the minimum thickness is 3/16”[4.8 mm].
