Pre load and clamp load?

What is the difference between pre load and clamp load when referring to tighten fasteners? Are they different terms or one in the same?

The pre-load is what one gets when the bolt was tightened. At this moment the clamp force is equal to the pre-load. If after a time for instance a relaxation occurs the clamping force decreases and is not any more equal to the pre-load.

I hope this will make clear both notions.
