Drive-by-wire is a technology where the steering wheel does not directly control the front tires of the car. The wheel's orientation is sensed and the proper tire direction is set by a positioning motor or cyliner (not so sure about that part).
I guess the main difference of this technology versus power steering or "power-arm" steering is the lack of feedback from the steering wheel. You don't get that kick from the wheel when you pass over rough roads.
