Is Probabilistic assessment of cracks induced by fatigue in onshore liquid Pipelines possible? If yes then which tools and what variable factors are looked upon?

Please refer to the new edition of ASME-API 579 "Fitness-For-Surface", Section 10 "Assessment of components operating in the creep regime".

Note. The print of that Section 10 of ASME-API 579-Edition Jan. 2000 was delayed to be submitted with the whole section of code.

There could be other serious scientific texts/thinking beyond the :

ASME-API 579 "Fitness-For-Surface"

Probabilty Theory goes a lot deeper than ASME and API clubs.
