Reverse osmosis membrane chemical cleaning

We used to descale or clean the reverse osmosis membrane for potable water treatment process. In the cleaning solution we are using a chelating agent sodium EDTA to keep the dissolved foulant in its state in an alkaline solution all through out the circulation period. Without this agent, would the cleaning procedure still work out with only the main cleaning reagent such as citric acid and ammonium hydroxide? Or can we utilize any other chemical such as an organic phosphonate in lieu of EDTA to be added to the main cleaning solution, for example in 7.5 pH solution? I just don't want to venture out or to put the membrane cost to risk. What solution condition is EDTA effective in removing scale or foulant such as of iron compound , hardness scale ( carbonate and sulfate of magnesium and calcium )?

It depends whether ".....to keep the dissolved foulant in its state in an alkaline solution all through out the circulation period..." is required!

EDTA is a powerful chelating agent used for dissolving otherwise insoluble multiply-charged metal cations. If you omit it from the cleaning process, you will most likely have trouble removing much of the inorganic scale (generally composed of carbonates and oxides of +2 and +3 metal ions). But you should definitely check with reverse osmosis experts and with the membrane manufacturers. Although I am a chemist, I have no direct experience with this technology.
