For any size fastener there are several washers that are readily available (at least in the USA).

Even in the 3D cad programs there are several washers for each fastener size.

You could check in Machinery's handbook, if you have access to one.

Do a search in global spec or a site like mcmaster.com

If you're designing something that needs a specific size washer you need to supply a manufacturer's part number for it.

How interesting...washers for fasteners...what are the washers for?

Is it actually a shim?

Is it to protect the surface of the fastened? Though flat washers are not used with lock washers.

Was it a catch all adjustment feature for use wrong bolt sizes?

Does use of washers effect tension or torsion?

What dimensions do you want them to be? Establish that, then you can find out whether suppliers can give you what you want, or something near enough.
