Never had to measure the concentricity of a gear, but could suggest the following. Using two pins of equal diameter, place on marking off table, and stand gear on them so that it stands upright, located on the pins but clear of the table. Then with height gauge measure height of the bore, then progressively rotate the gear on the pins, this should then be able to tell you if the gear teeth have been machined concentric to the bore.
