Place a inline generator with the props at the best pitch. Pitch will depend on how clean the flow is and whatr will happen to the back pressure created when you tap the 10ft head for power. Besure to explore if tapping this would result in its very destruction before attempting anything. The size of the generator to get HP will depend on how much your willing to spend to get HP out of it. I am sure they can gear it to max out any power gain from that kind of flow easily. I take for granted you do not want to slow the flow anymore than required. Also, see water wheel generators.
