Reliability is paramount, if the meters are not turning due to a system failure the revenue is not flowing to the user or the electrical utility. System upgrades should be implemented to the large users first, simply because it is easier for the most part, and then to the residential sections. The bean counters don't like to look at reliability over cost, and it is hard to convince them. I always had a fight on my hands when proposing underground construction v.s. over head, overhead is far less expensive but has high upkeep cost, and is subject to conductor theft, try to explain that to a bean counter.

Build it correctly the first time and operating costs are far lower in the long run.
