Solar panels are now much cheaper than they were. We use a lot of them for stand alone signaling systems. However if you would clarify your question, possibly you could get a better answer.

Sorry, I just noticed you were asking when it would be cheaper than fossil fuel generation systems.

As stated, More research by those who have the money to do it. At this time it doesn't seem as though there is enough interest.

When several governments and major manufacturers get really serious (i.e., spend lots of R&D money) about developing lower cost photovoltaic manufacturing processes.
