copper electrolysis

We are refining copper silver alloy (80-20) by electolysis. The problem is that the current of the bath is not increasing more 100 amp even at voltage of 6 V. twe are using one cell having 24 anode & cathode pairs. Anode cath size is 1ft by 1 ft

the bath is h2so4 175 gpl & cu 45 gpl
