Irregular Vapor Dispersement

It sounds pretty straight forward to me. You have a vapor that is dispersed throughout a given space at various levels of concentration. Without any more detail to go on I'd say that's the most obvious explanation.

Best guess irregular vapor distribution is a feature of atmospheric vapor treatment. The vapor has to displace atmosphere and as such there is no drive to equalize the vapor density. If instead a vacuum is created then the vapor is allowed to fill the vacuum a regular or uniform density of vapor is established.
