About chilled water riser piping velocity and friction loss

1.what is the velocity,friction loss we have to maintain in riser piping.

2.On what basis we have to select two way or three way motorised valves.

As a rule of thumb, maintain the velocity of any liquid between 1 and 3 metres per second in pipework. If it falls outside that range, then a pipe size change might prove immediately economically attractive.
